Private owners can leave a legacy in affordable housing by selling their mobile home park to the residents. ROC is short for Resident Owned Community. Most ROCs are set up as a cooperative with a Board of Directors to ensure that affordable manufactured housing is preserved for future generations. 

CaliROC is a program at the California Center for Cooperative Development (CCCD), the California Certified Technical Assistance Provider (CTAP) affiliate for ROC USA®. CCCD and ROC USA assist in the transition of privately owned Manufactured Housing Communities to ROCs from the initial sale agreement to close of escrow and to educate the Board of Directors for many years after. 

As of 2023, ROC USA represents 313 ROCs and more than 21,948 member-owners in 20 states. ROC USA Capital has financed 103 resident-owned community purchases with an average loan of $2.6 million. This track record of success has us well-positioned for significant growth. By 2028, the network expects to serve more than 30,000 Member-Owners in more than 24 states.
